The new issue of the Oklahoma Constitution presents the 28th annual
Oklahoma Conservative Index, rating our state legislators. Members of
each house of the Oklahoma Legislature were rated on ten key votes. A
favorable vote on these issues represents a belief in limited
government, individual liberty, traditional standards, free enterprise,
and constitutional government.

Republican members of the House of Representatives and the Senate were
invited to submit bills they thought represented the true heart of a
conservative.  Scores of bills were considered.  After weeks of debate
and discussion by members of the House and Senate, by conservative
leaders throughout the state and by the staff of the Oklahoma
Constitution, the submitted bills went to a vote of the members of
Oklahoma Conservative Political Action Committee (OCPAC) for
recommendation of the ten key conservative bills.  (Current members of
the State House and Senate are members and were present for this vote.)

Each Republican legislator had the invitation and opportunity to submit
bills and attend the debate including our current representative.
